JOIN A MEETING  

Tidioute Borough offers online meeting links so that you can join us virtually, upon request.  All meetings are held at 7:00 pm in the Tidioute Borough Office located at 129 Main Street.  Council meetings are held on the second Tuesday of each month, while the Authority holds monthly meetings on the second Thursday.   If you would like to join the meeting online, please contact the Borough office at 814-484-7424 or by email at tboro@tidioute.org so a link can be emailed to you before the meeting time.  

 

Please note the following submission deadlines:

  • Monday meeting days (reorganization meetings):  Requests must be submitted to the office by the close of business (3:30 p.m.) on the Friday before the Monday meeting.

  • Tuesday meeting days:  Requests must be submitted to the office by the close of business (3:30 p.m.) on the Monday before the Tuesday meeting.

  • Thursday meeting days:  Requests must be submitted to the office by the close of business (3:30 p.m.) on the Wednesday before the Thursday meeting.

RESOLUTION - 2 of 2026

 

A RESOLUTION OF THE BOROUGH OF TIDIOUTE, WARREN COUNTY, COMMONWEALTH OF PENNSYLVANIA, ESTABLISHING POLICES FOR PUBLIC COMMENT AND RULES OF DECORUM AT BOROUGH COUNCIL MEETINGS

 

 

WHEREAS the primary purpose of Tidioute Borough Council meetings is to provide a forum for elected and appointed officials to conduct the Borough’s business; and

 

WHEREAS Borough Council recognizes the important role that members of the public play in the Borough’s affairs; and

 

WHEREAS the Borough desires to establish an orderly process by which residents may comment on the Borough’s business and affairs; and

 

WHEREAS the Borough believes that appropriate policies and procedures will ensure that all residents and/or taxpayers (“Citizens”) are afforded a reasonable opportunity at each advertised regular meeting and advertised special meetings of Borough Council to comment on matters of concern, official action, or deliberation which are or may be before the board or council prior to taking official action; and

 

WHEREAS the authority for establishing these rules is derived from the Borough Code, 8 Pa.C.S  §101 et seq. and the Pennsylvania Sunshine Act, 65 Pa.C.S. § 701-716 (“the Sunshine Act”); and  

 

WHEREAS the Borough desires to establish rules and regulations to assist in the orderly conduct of meetings

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Borough of Tidioute, Warren County, Pennsylvania, that the following rules and regulations governing conduct, dialogue, decorum and public comment at Borough Council meetings are hereby adopted:

 

  1. Presiding Officer and General Procedures

The President of the Borough’s Council, or the appropriate official in the President’s absence shall preside over all public meetings, including any periods of public comment periods, and shall enforce the following procedures, which shall apply equally, to the extent practicable, to in-person and virtual meetings. 

  1. Public comment shall be limited to residents, taxpayers, or other members of the public with a legitimate interest in Borough business of Tidioute Borough
  2. Any individual wishing to speak during the Public Comment shall state their name, address and the general nature of their comment on the sign-in sheet provided at the meeting location.  Individuals participating virtually via Microsoft Teams shall provide the nature of their comment when recognized by the Council President. 

c.All public comments shall be directed to Borough Council, the Mayor, and the Borough Manager collectively, and not to any individual member or council  member.

d.Each Citizen shall be recognized once during the public comment period and shall be limited to three (3) minutes to comment on matters of concern, official action, or deliberation which are or may be before Borough Council prior to official action being taken.

e.The Borough Manager shall be responsible for timekeeping and shall notify the Council President when a speaker’s allotted time has expired.

f.All public comments shall be directed to Borough Council, the Mayor, and the Borough Manager collectively, and not to any individual member or official.

  1. Upon expiration of the three (3) minutes, the Council President may request the speaker to conclude their remarks. Any individual who refuses to yield the floor after such direction and disrupts the orderly progression of the meeting may be removed from the meeting or, if participating virtually, removed from the Microsoft Teams session.
  2. Public comment is not a question-and-answer session or a period for open debate.  Borough Council are not required to respond to questions, challenges or inquiries during public comment. 
  3. Council may, at its discretion, respond to public comments. If Council elects not to respond or is unable to provide an immediate response, the Borough Manager may follow up with the individual after the meeting or at Council’s direction.
  4. It shall be prohibited for a Citizen to make physical or other threats to Council, any member thereof or any other Borough Official, to use obscene, abusive or inappropriate language, engage in personal attacks, or otherwise disrupts the meeting by refusing to yield the floor, speaking out of turn, or violating time limits after being warned.  Any person engaging in such behavior may be called to order by the President and may be removed from meeting or the individual has joined via Microsoft Team, will be removed from Microsoft Teams.
  5. All individuals attending meetings shall conduct themselves in a responsible and respectful manner. 
  6. Agenda Requests

Any Citizen wishing to have a specific topic placed on the agenda or to request the appearance of a guest speaker shall submit such request to the Borough Manager at least twenty-four (24) hours prior to the scheduled meeting.  This is for meeting management purposes only, not for approval or denial of comment.

  1. Virtual Meeting Request

Any Citizen may request a link to attend a Borough Council meeting virtually via Microsoft Teams. Such request shall be made to the Borough Manager no later than twenty-four (24) hours prior to the meeting and by the close of the business day (3:30 p.m.) on the business day preceding the meeting. For meetings scheduled on a Monday, requests must be submitted by 3:30 p.m. on the preceding Friday. Virtual access is provided as a convenience and does not replace in-person attendance.

  1. Meeting Agenda Availability

The Borough Manager shall make the meeting agenda available to the public at least twenty-four (24) hours prior to each meeting. The agenda shall be available at the Borough Office, 129 Main Street, and on the Borough’s website at www.tidioute.org.

 

RESOLVED AND APPROVED this   5th    day of   January  , 2025 by the Council of the Borough of Tidioute in lawful session duly assembled.
